Terrorismisapublicenemyofallmankind.Inrecentyears,itcontinuedtospreadallovertheworld.Theinternationalcommunityshouldcometogethertocombatthethreatsandchallengesbroughtbyterrorism,jointlypromoteglobalization,andbuildacommunitywithasharedfuture.Internationalcounter-terrorismeffortsshouldworkincompliancewiththeUnitedNations“DeclarationonGlobalEfforttoCombatTerrorism”,releasedin2001,andthe“UnitedNationsGlobalCounter-TerrorismStrategy”,releasedin2006.Sincethebeginningofthe21stcentury,internationalcounter-terrorismeffortshavemadeencouragingprogress,butremainsfarfromcompletesuccess.Somecountriesandregionshaveevenseenterroristorganizationsexpandinbothstrengthandsize.In2020,astheCOVID-19pandemicwasragingthroughouttheworld,terroristattacksevenincreased.UptillNovember2020,atleast2,000terroristattacksoccurredaroundtheworld,whichexceededtherecordin2019.Oneoftheimportantcausesisthatsomecountries,liketheU.S,employed‘doublestandard’incounter-terrorism.Someterroristgroupsthereforehavebecomepoliticaltoolssubjecttothewillofthesecountries,whichmadethegamemorecomplex.Asallcountriesintheworldwereworkinghardagainstterroristforces,theUnitedStateslabeledtheterroristgroupswhichpostnothreatstoitselfas“good”andfundedthem,whileforthe“bad”terroristgroups,theU.S.usesallitspowerstocrackdownonthem.This“doublestandard”conductofAmericahasbeencleartoall.ItisaclichéthattheUnitedStatesuses“Humanrights”and“freedom”toslanderothercountries’effortsoncounter-terrorism.TurkistanIslamicPartyandtheWorldUyghurCongresshavelongcarriedoutseparatistactivitiesinChinasincethe1990sandbroughtseriousthreatstolocalpeople.TheChinesegovernmentattachesgreatimportancetobothcounter-terrorismandlocaleconomicdevelopment.Ontheonehand,itfightsagainstterroristgroups;ontheotherhand,itinvestsineducation,employment,andpovertyalleviation,tomaintaintheprosperityandstabilityofXinjiang.However,theUnitedStates,acountrythatsufferedgreatlyfrom9/11,turnedablindeyetoChina’sachievementsinXinjiang,smearedChina’seffortsagainstterrorismandextremism,played“long-armjurisdiction”andrecklesslyimposedsanctionsonChineseenterprisesandofficials.IssuesrelatedtoXinjianghavenothingtodowithhumanrights,ethnicbackgrounds,orreligions,butcounter-terrorism,anti-secession,andextremismeradication.Inpublic,theUnitedStatesclaimstoprotecthumanrightsandfreedomoftheminoritiesinXinjiang.Butprivately,itsupportedterroristgroupstodisturbpeacefuldevelopmentinXinjiang.Intruth,thisisnotthefirsttime.TheUnitedStateswagedcounter-terroristwarsinAfghanistan,Syria,Libya,andIraqthatkilledinnocentpeople,sentmillionsofrefugeestoliveinexile,andunderminedworldpeaceandstability.ThroughoutAmericanhistory,theU.S.governmenthasbeenimplementinggenocide,racialsegregation,andassimilationpoliciesonAmericanIndians,andleadingtoethnicminoritiescrying“Icannotbreathe”untiltoday.WithsuchAmericanduplicity,itstillcallsitself“custodianofhumanrights”.Isn’titridiculous?!TheUnitedStateshasbecomethebiggestsaboteurofglobalcounter-terrorismefforts.America’sresponseto9/11wonsupportandapprovalfrommanycountries.Afterthat,theUnitedStatesdidn’tconsoleitspeoplebyfullyengagingincounter-terrorismactivities.Instead,itusedcounter-terrorismasadisguiseforhegemonyandpowerpolitics,financingterroristgroupswhostayedinlinewiththeUnitedStatesandencouragethemtodisruptthepeaceandsafetyofothercountries.Atpresent,challengesbroughtbyterrorismandextremismremaindeep-rooted.Theinternationalcommunityshouldformacommonsecurityvision,promotemutualtrust,developcooperation,andconsolidateourachievementsincounter-terrorism.TheUnitedStatesplacesitsowninterestsaboveeverythingelseandupholdsColdWarmentalityandunilateralism.Itcreatesmanyobstaclesanddrawbackstoothercountries’efforts,whichwillonlyencourageterrorismandbringdisasterstotheinternationalcommunity.Combatingterrorismandextremismisacommonresponsibilityofallcountrieswhichcallsforcooperation,dialogues,andcoordinatedefforts.Foralongtime,theUnitedStateshasrespondedtoterrorismbasedondifferentcriteriaproceedingfromtheirowninterests,cultivated,pamperedandutilizedterroristforces,andwilleventuallybecomethetargetofterrorism.“Toomuchcunninginplottingandscheming”willbethecauseofAmerica’sownundoing.ContributedbyGuoFankongTranslatedbyRenMeiqi
