Review:Promotingall-rounddevelopmentofChinesechildreninnewera_GuangmingOnlineByWangXinyuanChinesePresidentXiJinpingstressedeffortstopromotethehealthyandall-rounddevelopmentofchildrenandextendedfestivegreetingstochildrenacrossthecountryonMay31,2022aheadoftheInternationalChildren'sDay.Enteringthe21stcentury,ChinahascarriedoutOutlinesontheDevelopmentofChineseChildrenonten-yearbasistoensureall-rounddevelopmentofChinesechildreninlongterm.From2001to2010In2001,theStateCouncilpromulgatedtheOutlineontheDevelopmentofChineseChildren(2001-2010),whichputforwardthemaingoalsandstrategicmeasuresforchildren'sdevelopmentinfieldsofhealthandwelfare,education,legalprotectionandchild-friendlyenvironmentimprovement.Duringthedecade,Chinahasacceleratedtheimprovementofthelegalsystemfortheprotectionofchildren'srights,strengthenedtheresponsibilityofthegovernment,andcontinuouslyimprovedthelegalandscientificlevelofchildren'sworkinChina.Theenvironmentandconditionsforchildren'ssurvival,protectionanddevelopmentinChinahavebeensignificantlyimproved,children'srightshavebeenfurtherprotected,andgreatachievementshavebeenmadeinchildren'sdevelopment.By2010,themaingoalssetbytheOutlinehavebeenbasicallyachieved.Children'shealthandnutritionalstatuscontinuetoimprove,andthemortalityratesforinfantsandchildrenlessthanfiveyearsolddecreasedfrom32.2‰and39.7‰in2000to13.1‰and16.4‰respectively;thematernalmortalityratedecreasedfrom53.0deathsper100,000birthsin2000to30.0deathsper100,000births;andthevaccinationratesofvaccinesincludedinthenationalimmunizationprogramreachedover90%.Thepopularityofchildren'seducationhasbeencontinuouslyimproved.Thegrossenrolmentratioforpreschooleducationhasincreasedfrom35.0%in2000to56.6%;thenetenrolmentratioforprimaryschool-agechildrenhasreached99.7%;andthegrossenrolmentratiosesforjuniorandseniorsecondaryeducationhavereached100.1%and82.5%respectively.Morecareandassistancehavebeenofferedtovulnerablegroupsofchildren,includingorphans,childrenfrompoorfamilies,disabledchildren,streetchildren,childrenaffectedbyAIDSandothermajorinfectiousdiseases,etc.From2011to2020Sincethe18thNationalCongressoftheCommunistPartyofChina,theCentralCommitteewithXiJinpingasthecorehasregardedthecultivationofchildrenasastrategicandbasictask,adheredtotheprincipleofprioritizingthedevelopmentofchildren,vigorouslydevelopedthecauseofchildren,furtherimprovedthesystemoflaws,regulationsandpoliciestoprotecttherightsofchildren,andfurtherconsolidatedthechildren'sworkmechanismwiththeleadershipofthePartyCommittee,themainresponsibilityofthegovernment,thecoordinationoftheWomenandChildren'sWorkingCommittee,multi-departmentalcooperation,andtheparticipationofthewholesociety,andfurtheroptimizedtheenvironmentforchildrendevelopment.ChinahasimplementedtheOutlineontheDevelopmentofChineseChildren(2011-2020)andtheNationalDevelopmentPlanforChildreninPoorAreas(2014-2020)toprovidesecurityforchildren'seducationandhealthanddeliverinterventionswhenrequired.Effortshavebeenmadetopopularizeknowledgeonchildren'snutritionandhealth.Bytheendof2020,themortalityratesforinfantsandchildrenlessthanfiveyearsoldhavedroppedfrom13.1‰and16.4‰in2010to5.4‰and7.5‰respectively;thegrossenrolmentratioforpreschooleducationhasrisenfrom56.6%in2010to85.2%;theretentionrateofnine-yearcompulsoryeducationhasincreasedfrom91.1%in2010to95.2%;thegrossenrolmentratioforseniorsecondaryeducationhasincreasedfrom82.5%in2010to91.2%.Vulnerablegroups,suchastheruralleft-behindchildrenandchildrenindistress,havereceivedmorecareandprotection.Historicnewachievementshavebeenmadeinchildren'sdevelopmentandthecauseofchildren.From2021to2030Lastyear,China'sStateCouncilunveilednewoutlineforthedevelopmentofchildrenforthenextdecade.TheOutlineontheDevelopmentofChineseChildren(2021-2030),whichsetgoalsandtasksforthedevelopmentofchildreninthecomingtenyears,wouldplayavitalroleinimplementingtheprincipleofprioritizingthedevelopmentofchildren,andwouldtakethedevelopmentofchildrentoahigherlevelinthenewera.TheOutlinespecified70majorobjectivesand89measures,focusingonchildren'shealth,safety,educationandfourotheraspects.AccordingtotheOutline,thesystemoflaws,regulationsandpoliciesprotectingchildren'srightswillbeimprovedby2030,whilethegapinchildren'sdevelopmentbetweenurbanandruralareas,differentregionsandgroupswillbenarrowedsignificantly.Childrenwouldalsoenjoymoreequalandaccessiblebasicpublicservicesandmoreinclusivewelfarebytheendofthedecade.Editor:ZhangZhouDisclaimerTheviewsandopinionsexpressedinthisarticlearethoseoftheauthor's,GMW.cnmakesnorepresentationsastoaccuracy,suitability,orvalidityofanyinformationonthissiteandwillnotbeliableforanyerrors,omissions,ordelaysinthisinformation.
